A governmental body that hears sworn testimony, obtains evidence and provides for cross examination of witnesses, with the decision based solely on the evidence presented.
Government Glossary: A public officer of integrity who is appointed by the state, and whose function it is to serve the public as an impartial witness, administer oaths, to attest and certify, by hand and official seal, on certain classes of documents, to give them credit and verify authenticity. They verify the identity of the signer, but not the veracity of the document. A document so certified is said to be "notarized."
