A resolution affecting the Constitution, adopted by the Legislature or presented by initiative, requiring an affirmative vote of the electorate to become effective. In State Legislation- (ACA____#, or SCA____#) they amend the State Constitution, requiring a two-thirds vote by the Legislature and a majority vote by the voters at the next statewide election. These do not need gubernatorial approval and are not subject to regular calendar deadlines, however they must meet deadlines established by the Secretary of State to qualify for the ballot.

- Extraordinary - a special session, called by, and limited to matters specified by the Governor;
- Daily - each day’s meeting;
- Joint - meeting of the two houses together.
